As the Mayor of San Jose, Sam Liccardo casts the 11th vote on matters before the Council and acts as chair of the Council during most meetings. Rose Herrera, serving her first two-year term as Vice Mayor, conducts Council meetings in the absence of the Mayor.
The members of the Council elected in the 2014 elections were inaugurated in January 2015. New to the Council in 2015 are Charles "Chappie" Jones, who replaced termed-out Pete Constant in District 1; Raul Peralez, who replaced termed-out Sam Liccardo in District 3; Magdalena Carrasco, who defeated incumbent Xavier Campos in District 5; and Tam Nguyen, who replaced termed-out Madison Nguyen in District 7. The newest member of the council is Manh Nguyen, who won the District 4 Special Election in June 2015, after the seat was vacated by Kansen Chu who was elected to the State Assembly in 2014. Manh took office on August 4th, 2015
